Description:
Thumbnails may not appear when you pin more than four in the Start Center.

Steps to Reproduce:
1. Open Start Center.
2. Display more than 15 thumbnails.
3. Display 5 columns and 3 rows.
4. If you don't pin it, you can scroll to cut all the thumbnails.
5. Pin the four thumbnails.

Actual Results:
6. The scroll bar is not displayed, so you cannot see the sub nails off the screen.

Expected Results:
6. A scroll bar will appear, allowing you to see all the sub-nails.

It was confirmed that there was no intention to correct.

I don't know what this means, but I wonder if it makes sense to spend time on this, if it is fixed in 25.2.
