Description:
After some recent update, scrolling a document is incredibly slow and jittery, taking far more CPU time than it used to.

Steps to Reproduce:
1. Scroll in any document

Actual Results:
CPU time skyrockets to 10% and page barely scrolls

Expected Results:
Page should scroll without bad performance


Reproducible: Always
