Seems rather an abuse of the LibreOffice provided PDF import filters. PDF is not intended as an editable format, it is rather presentation/publication. Wrong tool to be attempting to generate PDF-A of any version from an existing PDF. None the less duplicate for handling the poppler delivered drawing shape for a highlighted text stream. *** This bug has been marked as a duplicate of bug 93200 ***
