right-to-left and left-to-ride are not making the expected function (enable paragraph writing RTL/LTR)
actually, the are not functionning at all

L.O. 24.8 "Writer" on an updated MS-Win10, running in a PC

1) ctrl-shft-D and  ctrl-shift-A are NOT changing writing direction
2) for some peculier unknowen reasone, it impossible to make button visiable in the standart tool bar




Description:
LibreOffice can't enable left-to-right right-to-left (both horisontal) writing direction.

Steps to Reproduce:
1. Open LibreOffice Writer
2. hit CNTRL-SHIFT-D [right-to-left], start writing using keyboard, 
but the text not flowing according the expected direction 
3. I am trying to change horisontal writing direction by hitting CNTRL-SHIFT-A [left-to-right],
but get NO Writer's reaction at all.

Actual Result: 
For bilingual writers it is impossible to use L.O.-writer

Expected Results:
CNTRL-SHIFT-A and CNTRL-SHIFT-D buttons combination should enable changes in writing direction.

User Profile Reset: No

Locale: es-ES (es_ES); UI: en-US
Calc: CL threaded

Please verify it shortcut are assigned, Menu>Tools>Customize>Keyboard.

If so, please test in safe mode, Menu/Help/Restart in Safe Mode

YES for both quetions:
I restart Writer to a Safe-mode
and I verified that both shortcuts are assigned [Menu>Tools>Customize>Keyboard]

I see this in my release build 25.8.4 on Windows. I also can't see the buttons even though they show as enabled in Customize dialog. They can't be enabled via right-clicking the toolbar and going to Visible buttons. Safe mode doesn't help, nor does full profile reset. However, the daily master build and the bibisect builds do not have the problem.
