Hi, if I opened the attached doc I also can't insert a new bullet, but if I copy it to a new text box it is possible. Is it a general issue or only for this text box?
Hi, the text box is the problem. If I copy the text to a new text box, it works fine (my bad that I haven't got this idea). So the behavior is the same as yours.

Using your attachment, I achieve the same results as Jessica and Juan Q where I cannot add a new bullet point in that text box. Anything outside of that specific text box however works fine. I have not been able to reproduce the bug with my own files.
I can confirm with LO 4.1 and 25.8. How the text box/ file was created? Can you reproduce with new file?
