The extended tooltip is visible with GTK3 backend

This is a followup to bug 71583

In commit https://git.libreoffice.org/core/commit/08a83c88b2838e0aa4ed0c3b5e3ef2e21efe4b2e
I added some extended tooltip for the header/footer popup menu, to make the new "Insert Page Count In Range" item easier to understand. 
This shows up in the GTK3 backend, but not with others like gen, qt5 and likely neither under win.

1. Enable extended help in Options - General - Extended Tips
2. Add a header or footer to an empty Writer document
3. Hover over the Insert Page Count In Range item
-> With GTK3 backend, this shows an extended help added in the above commit
-> With gen, qt5 backend, nothing is shown

Can not confirm on Windows build of 25.2.1.2 with local/off-line help installed. 

Setting Tools -> Options -> General 'Extended tips' check box enabled.

The extending tips content is popped open after brief hover of menu entry or dialog widget.

Some of the menu/button/dialog widgets get a more general tip, but where specific tip exists it does seem to be shown. Simple label popup when not in 'Extended tips' mode.

Also checked with recent master against 25.8.0, same functional behavior of extended tips with local offline help installed.

This is not coming from the offline helpcontent, this is built into the ui file that shows the floating menu of headers/footers. 
Also this needs a very recent nightly, since this is followup to a just merged patch.

Oh sorry. Confirmed.

With the 2025-03-19 TB77 nightly and its off-line help installed, an <F1> with focus over the Insert -> Field -> 'Page count in range' control returns a 404 error for the Help.
