Testing array resulted from a filter function

If I use a filter function I may get an array. 
Then if I want to edit the function, I've to select the entire range instead of the cell I've written the function in. 
Moreover the result is not not dynamic. It doesn't accurately update always when I change the data. I've attached an excel file.
