bad vertical-align justify

Open attached document. Examine the alignment of the cells A1, A3, B1, B3 in the cell properties.
Save the file to "ODF 1.3 extended", otherwise the validator will not work. But the problem is the same in "ODF 1.4 extended".
Validate the file.

Error is: Attribute "style:vertical-align" has a bad value. Possible values are: automatic,bottom,middle,top

LO has written style:vertical-align="justify".

Excel is unable to open the file with the text how it is view in Calc.
I have modified A3 to center instead justified.

Saved with 1.3 extended.

Modifying in Excel the format show the same issue in the validator.
