The heart of the problem appears to be this: a page break (<w:br>) can occur between some character runs. In LO, we split this into two paragraphs and thus the top margin applies to both parts - while it should apply only to the start of the paragraph, and not after the page break. Caveat: If the break is before any text, then the rules change. In the case where the page break happens before the paragraph content, then the top margin should be applied AFTER the page break. Steps to reproduce: 1.) open splitParaTopMargin.doc On page 2, the text should start immediately below the header. 2.) delete the text on page 1 (so the page break is the first thing in the paragraph). 3.) save (and reload, except reload wasn't necessary). Now we see the caveat coming into play - because the top margin now moved to page 2. This bug was found by looking at the overlay of ooo50982-2.doc. Found by Collabora's mso-test
