The argument to reduce the size of the note indicator was that it potentially covers the cell content. But what is the reason to shrink the size of the formula indicator? I mean you enabled it intentionally under tools > options...
We discussed the topic in the design meeting. Pro arguments are consistency with the comment indicator and the fact that this triangle is too obtrusive anyway. However, formula indicators are off by default and supposed to be visible just temporary - which then need to be more easy to spot. And the alternative value highlighting is sufficient anyway. If implemented, the color ideally becomes muted similarly to the comments color.
