Description: Using Writer from LO in french, I activated "Enable Automatic Numbering and Bulleting" and "while typing" options, I'm using Default format and when I type -,* or + followed by space, followed by test and enter, the bulleted list is not created. Curiously, it works for numbered lists... Can not confirm. Functions as indicated in Help article. But please check that you have enabled the feature from Tools -> AutoCorrect -> AutoCorrect Options... dialog. Where on the Options panel in the [T] (while typing) column the "Bulleted and numbered lists. Bullet symbol ●" entry is checked active. Both it and its related "Bulleted and numbered lists immediate after pressing space" are not checked enabled by default. The strange thing is that it works well for numbered lists
I'm also unable to reproduce this bug. I tried manually changing my LibreOffice language to French in Tools -> Options -> Languages and Locales -> General and couldn't get it to occur that way either. Might require system locale to be French or else be platform-specific somehow?
