Why is such additional item necessary for _all_ users? The contained items are available in LibreOffice. You can customize your menu, if you want those items collected in an additional menu item.

I think you misunderstood.I say about big page to the all screen.When we click "file" in MsO we see only page "file" to the all window,without editor window

But i can`t do it like in LO
So request would be to implement an editing view mode, similar to OnlyOffice editorConfig.mode 'View', but since we don't have collaborative editing in LibreOffice core (to implement the OnlyOffice style editorConfig.coEditing mode) what would be the improvement beyond the current LibreOffice ability to checkbox select 'Read-only' when opening a document. IMHO -1 and => WF
I agree with WF. "Make it like" is not a proper use case. To show some random function in all context sounds totally wrong to me. And the screenshots do not help to understand the request. Feel free to reopen.
