The 'File' menu item is similar to a 'File' menu item in other applications, e.g. in Firefox or Scribus. So I would keep that. It contains, what users expect when using a 'File' _menu_ item.

MS Office does not provide a menu bar at all. So that is not comparable. You can switch the UI of LibreOffice so that it does not show a menu bar but organizes the commands and gives access to them similar to MS Office.

I do not understand, what you want to show with the screen shot of OnlyOffice. It's 'File' menu item contains items similar to those in LibreOffice. But OnlyOffice can do less, because its modules are not integrated. Same as in MS Office, you cannot create a spreadsheet, when you are working in a text document in OnlyOffice. But that is possible in LibreOffice.

It is not clear to me, what do you request here.

When I added onlyoffice screen i did it only for displaying save like separate page

We already provide the Open... dialog, as a menu entry on StartCenter or as an entry on main menu File.

Using the os/DE provided file manager was deemed most appropriate some time back, and that is the default action.

But user can alternatively use the LibreOffice legacy dialogs (Tools -> Options -> General 'Open Save dialogs' 'Use LibreOffice Dialogs').

No reason to overload the 'File' menu to open some sort of file picker, or assign it the Open... dialog actions.

IMHO -1 and => WF

I agree with the WF. The proper solution is likely to access the start center, as requested in bug 77590 - Make LO's Start Center thumbnail views available for use from within components, and co.
