Arrow up. 3 Times arrow down hides frame

Steps to Reproduce:
1. Open the attached file
2. Press arrow up.
3. Press Arrow down (3x)

Actual Results:
Frame vanishes behind text

Expected Results:
Should not occur

2. Select the frame.
3. Press arrow down 3 times. -> The frame is hidden behind text.
