Without seeing a (still absent) attachment, I assume that it's the MS custom justification algorithm, that is indeed enabled in MS formats, but is not enabled by default in ODF (and is controlled by a compat option) -> would be NOTABUG.

The exported DOCX looks as the ODT in Writer in Word 365 Online (build 20250710.2). OTOH, if I Print or Export to PDF in Word Online the result will be nearly identical to the DOCX in Writer (not 100%, though)
