Description:
On systems with system Hunspell dictionaries, LibreOffice cannot use dictionaries without country codes in their names.  For example, nl_NL.dic functions correctly, but nl.dic does not.

Actual Results:
Historically, the previous workaround has been to create system symlinks with country specific codes.  For example, LibreOffice on Debian lists the following available Spanish dictionaries.

Spanish (Argentina)
Spanish (Bolivia)
Spanish (Chile)
Spanish (Columbia)
Spanish (Costa Rica)
Spanish (Dom. Rep.)
Spanish (Ecuador)
Spanish (El Salvador)
Spanish (Guatemala)
Spanish (Honduras)
Spanish (Mexico)
Spanish (Nicaragua)
Spanish (Panama)
Spanish (Paraguay)
Spanish (Peru)
Spanish (Puerto Rico)
Spanish (Spain)
Spanish (Uruguay)
Spanish (Venezuela)

But all of these dictionaries are actually symlinks to a single dictionary, which does not produce region-specific spell checking, creating confusion for users.

Expected Results:
The fix would be for LibreOffice to be able to read a Hunspell dictionary without a country code (somehow it isn't currently able to do so) and display that as an available spell-checking option:

Spanish

This way, country/region specific spell checking dictionaries would only be displayed when a dictionary is actually available that can provide country/region specific spell checking.
