What exactly do you want to rotate? I'm not aware of any object that can be transformed like this.
(In reply to nobu from comment #0) I don't understand the reproduction instructions. Do I insert a chart with no data? Also, when you insert a chart, it's selected and "moved into". So, what exactly am I supposed to select? Do you mean the properties deck "within" the chart, or the properties deck in Calc with the chart selected? I'll assume you mean the second possibility. Next time, please be more clear and specific with the reproduction instructions. Anyway, yes, totation is not on there. My initial instinct was to say "So what? Who rotates charts, that's weird?" - but then, I noticed that if you selected a chart object again, you get the green rotation controls. So, it's like you said - Calc makes it easy to rotate charts using the mouse. Given that, and the fact that there's plenty of room in the position-and-size section of the properties deck, I tend to agree that rotation can be placed there. But it's weak-agreement. Rotating the entire chart as an object (as though it were a rectangle or some other shape). The rotation you can affect via Format > Text Box and Shape > Position and Size... on the menus.
Created attachment 202393 [details] Screenshot The toolbar button underneath the cursor toggles the rotation mode. Quite rare use case and I'd rather not waste precious space for a rotation picker in the sidebar. Well, "rare space" is not a strong argument in this case.
We discussed the topic in the design meeting. Shapes and images have rotation, flip, and arrange controls in the sidebar but charts don't. Neither do formulae (and maybe other objects). And there is no way to rotate charts in Writer. Adding the options won't harm usability and make the UI more consistent.
