It gave me NO rules about a user name, so I was stymied.  Later, I found an email message that titled "Bugzilla: confirm account creation.  I found that my user name had been accepted! How many other persons have been driven off by this?

It could be that you hit some spam blocking rule. Anyway, contacting hostmaster@documentfoundation.org is the right thing to do in such cases.
