Description:
In Writer, the TOC randomly stops providing hyperlinks (Ctrl+Click does not work). This happens even when I have not edited the document at all.

If I update the TOC (right-click on TOC and select Update Table of Contents), it starts working.

But after a few minutes, it randomly stops again.

Steps to Reproduce:
1. CTRL+Click on a TOC entry a few times. It stops responding even if the document is not edited at all.
2. Right-click on the TOC, and select the "Update Table of Contents" option.
3. The TOC starts responding again. But only for a few minutes.

Actual Results:
As above

Expected Results:
The hyperlinks in the TOC should work, especially when the document is not edited at all.

Please test in safe mode, Menu/Help/Restart in Safe Mode

Please attach a sample file, reduce the size as much as possible without private information,
and paste the information in Menu/Help/About LibreOffice, there is a copy icon.

The TOC does not work in the converted file. (odt file works, docx does not)

Sorry for the delay: I did not notice this message.

The TOC in the "demo" file works fine. 

But I saved your file as docx. 
The TOC stopped working in it.

(I have chosen to save all files as docx by default, because I have to share them with people who do not use LibreOffice. As a result, I had noticed the problem in docx, not in odt.)

Was working until I saved and close the document.
After reopening the document the links are not working until an update to Toc.
