Create a new file, insert an image, and save it. Then create another file and save it to a different directory, or open an already created file from a different directory. Go back to the first file and right-click on the image and save it. The file dialog box will open to the directory for the second file instead of the one for the first file. This bug was specifically said to not be a duplicate of bug 167897. If this bug is part of that other bug then that bug needs to be reopened again as not being fully fixed.
Deleting my user configuration may have fixed it.
I thought resetting my configuration may have fixed it, but it still is not correct. If I create two files that contain images and save them to different directories and then right-click and save an image from each file to the directory for its document, then after closing and reopening the files and right clicking on an image again, it will still default to the last directory that was used to save an image instead of using the current document's directory.
Marked as new, based on Samuel comment from bug 167897: "Yep the logic discussed here applies only to Save as / Export. There are lots of other file open dialogs, which just save the last used path without additional logic. If you consider that a bug, please open a new bug report for discussion."
