If you want to move drawings by dragging using view - shift, you only can shift left and right direction. When you down grade LibreOffice to Version 24.2.7.2, you can drag drawings every direction. I frequently use Shift in View and love it. 
I hope somebody aware it and will fix it.

Hi, I've tested:
 - insert image to Draw
 - Shift +  drag - I can move image left/right and up/down 
 - Shift + keyboard - I can move image left/right  and up/down

Seems to be fixed with dev version. Please could you test it with
dev version?  You can download it here:
