Description: I'm unable to use the pan tool, as it's not functioning properly. The navigation is missing the page entirely, and sometimes it only pans horizontally. I don't use a mouse to scroll down; I use a Wacom Tablet. So I have to use the Pan tool, And for the Right scroll bar, it is scrolling the entire document with all pages (like the left scroll bar for the pages) So I can't use it with ease, as I am working on a document with a lot of pages, and it is susceptible Actual Results: Just make a new page with LibreOffice Draw, in Linux Ubuntu 22.04, and try to use the Pan tool (the tool with shift), and you will see the result, Also, try to add more than one page and scroll down using the right scroll bar, It will scroll all pages, not the current page. Can confirm an issue with the Shift tool (.uno:ZoomPanning) on Windows builds. Even using a mouse, not a touch pad or tablet, in a multi-page drawing ODG or a single-page drawing the ZoomPanning only drags in a horizontal direction. While vertical movement is limited and jumps to bottom of the current drawing page, and then sticks there.
