However is makes perfectly sense to have View -> comments ON. You want the comment indicator to be 'visible' in Edit Mode, but not while running the Presentation (Presentation mode) There where changes made to the rendering of the comment indicator, a while back. With quite a number of bugs as result. So this might have slipped through.

Those comments are in my perception directed to the author, not the public. FWIW: you can't access comment itself either only the comment indicator is show in presentation mode If this is a design choice bibisect will tell. It's a bug, not a feature from my perspective
