I can't reproduce this on 25.8 (Linux).

Seems to be easily reproducible

There is a pattern that if it fit in the screen the first time, it will continue to act normally, but if you open it at the bottom from the start, it will get off the rails

I can reproduce, but not consistently and not to the same extent as in the video. My menu gets cut off at List.

I also met this bug on Windows, but not when I tested for this bug, but after that. So, I confirmed the behaviour, but not always, I do not know the factors, should be made a lot of right click in the bottom of the page in order to see what is needed. 

For example in Calc I wanted to acces Format Cells that is the last element from context menu, and I could not acces it.

if you have another monitor attached to your laptop, so you have multiple monitors...
