For what reason? Any feature needs a rationale, a compelling use case, that justifies the effort of implementing it, and of maintaining it later.

Mostly for the same reason Writer allows it

Word lets you do that, though it is badly implemented

You gave exactly zero explanation / reason. That any other app (be it our Draw, or foreign app like Word) allows it, by itself has nothing to do with the question in comment 1.

Note that Draw has no notion of anchor; it doesn't reflow the content across pages; it is completely different regarding layout. Please take an effort, and provide a reason that could be useful enough to consider this.

Ok, you got me. I have no compelling reason

But Word (https://drive.google.com/file/d/17g-EJDBvcxIqPi6UNUyxNl43Xmbx86CX/view?usp=sharing) and Google Docs (https://drive.google.com/file/d/1xjI-gy1GMk7W7HNk3QZJYuZ-IYP9YnMv/view?usp=sharing) have that. It's bad in both of them, but Google Docs is slightly better

What if there was a setting that lets users choose between penetrable boundaries and impassable ones (such as the current ones)?

People sometimes might want to hide an irrelevant part of an image beyond the page boundaries

I don't know what would be ideal. Just my two cents

This is done by the existing Crop feature.
