Ive submitted this to KDE then to Kubuntu
Hard to know if it's a issue with Libreoffice or changes made to Kubuntu that libreoffice relies on from OS version 25.04

Nothing shows that that is a bug in LibreOffice. Probably something went wrong during Kubuntu installation. Please ask for help on https://ask.libreoffice.org and on https://askubuntu.com/

Best regards. JBF

Can you give a link to the Kubuntu issue? It really sounds like the OS upgrade messed something up. You also did not mention what is printed out, if you launch from a terminal with `libreoffice`. Usually that is very revealing for any app that refuses to launch.
