I'd like to be able to know which words or phrases have comments without needing to expand comments

It should be optional. People who don't like it may not use it

How to do it? You can get creative there. Coloured backgroung (like in my attachment), a symbol

This was part of the redesign proposal outlined in the blog post of the URL tag.

You are right that not only pop-up comments require some indicator but also the current collapsed sidebar. Let's track the topic ion this extra ticket.

This is good, but please implement it with proper care

Make it optional, don't force it upon everyone. And let people choose the style of the indicator. Some might prefer a symbol that is hardly noticeable, others might want a coloured background. Make sure to not make anybody unhappy without need
