This is related to bug 169267

When the Options - Calc - General -> "Update links on opening" is set to the default "On request" value, and the user refuses updating the linked values on opening, the Edit Links dialogs Update button does not let them do this either.

1. In Options - Calc - General -> "Update links on opening" make sure "On request" is selected
2. Open attachment 203741 [details] with attachment 203742 [details] downloaded in the same directory
3. When the "Automatic update of external links has been disabled." toolbar is displayed, either don't click on Allow updating or just close it
4. Open Edit - Links to External Files
5. In the Edit Links dialog press the Update button
-> Nothing happens

Consolidate link update handling 

My expectation would be that updating the links can happen at opening time with the infobar or later from the Edit Links dialog, if the Options - Calc - General -> "Update links... " setting is not set to "Never".

Especially because if the user does not allow the update from the infobar, then currently there is no other mean to do it - the Edit Links dialogs Update button would be a realistic expectation to be a manual override for the infobar option.
