Michael's comment there advises to make a separate commit for this. I agree.

Would a tooltip in the form of "Data Series N (hex color)" be helpful?

A tooltip on the left list, labeled Chart Colors? Like for "Data Series 1" the tooltip "Data Series 1 (#004586)". I see no real need for this and presume not too many users can mentally convert the RGB value into a color impression :-). => NAB

Besides, the palette manager applies to all color pickers and looking at Tools > Options > Chart changes it from Standard to Chart Palette (if the first entry is #004586). Has been like this before but only if the user manually picked a different palette. Perhaps you store the "global" palette and reset it once the dialog is closed.
