Description:
Don't like it for a couple of reasons 

1. It's gray and gets fused with UI and not easy to distinguish

2. It has sharp angles. It would be easier to distinguish if it was roundish 

The old design was good, though I wish you made it fatter, then it would be ideal

Here scroll bar behavior comes from os/DE.

Adjusted when a LibreOffice Appearance theme is enabled.

Go to Tools -> Options -> Appearance and install an appearance theme, then check enabled the 'Enable application theming' and restart.

But on Windows you can use either the 'Always show scrollbars' System setting, or control the scrollbar via registry to set width and or color.

Alternatively you can apply a Windows 'Contrast themes' that will pass those os/DE values through to LibreOffice, setting the always show and flattened color scheme supporting high contrast a11y needs

Nothing to enhance here.

But why do I have to install anything to get it back if I didn't need to install anything to have it in the first place? It's a bit more complicated than it needs to be

Anyway, I'm currently more concerned with clipboard. Why it's gone? It used to work, then it died. I'm sorry for off-topic, but this worries me the most

Missing system info, assuming it's Windows. Works for me (W11, default settings) and is ultimately a question to the OS/DE which we should comply with.

As a matter of fact, if I don't misunderstand, you have to install a theme to get back a scrollbar that you didn't need to install the first time

Although in many aspects the app is good, it seems like it's written by somebody who fetishises such kinds of unintelligible logics that seem more smarter than they are in reality. Simplicity is key

No just distinction to be made between default os/DE theme (the Automatic w/o appearance theme enabled) and the newly implemented at 25.2 but reworked at 25.8 LibreOffice appearance themes.  

Installation and activation of the appearance theme extension, or using a different os/DE theme, gets you what you'd asked for--Scroll bars in a wider format.

Can't really do too much about their shapes in the UI. That is a UI widget issue, either native or VCL.
