grouped bar compact scaling problem

In the grouped bar compact interface, the window does not scale well and you need to resize and maximise a couple of times until it does it well  and the overflow button appears. I really wish the developers reconsider their stance on sliding icons in the tab bar instead of the classic overflow method. The sliding method works very well with tabbed and the groupedbar compact. You can keep the overflow method for the other types of interfaces . The tabbed interface has never been popular because of the classic overflow method and the never ending problem associated with it .  Wps office uses the sliding method successfully. Attachments demonstrate the problem, and my wish.
