Description:
I have a request; to let users set decimal delimiters and date format separately from whatever language locale is decided. Currently, there is no way to get ISO date format and . as delimiter

This because in many data processing cases it is crucial to stick to the standard of using "." as decimal delimiter, but currently this isn't possible to have as standard together with the ISO date format YYYY-MM-DD except for when setting the language locale to Chinese which got its own problems.

The most flexible solution in my opinion would be to let users set their own decimal delimiters, like excel allows its users to do it.

It is much more practical to easily allow this more granular customization.

Also, to work well with the hotkeys for insert date etc. It would be handy to implement custom date format for not only calc but the whole Libre Office package.

Steps to Reproduce:
1. Try get the YYYY-MM-DD date format without it changing the delimiter to ,

Actual Results:
The options seem mutually exclusive at the moment.

Expected Results:
Was looking for some custom decimal delimiter option like available in excel, but wasn't available.
