In tdf#74580, such an option was introduced for CSV in bd1c60bcf290d50a8d496246a785f346a20af04d. On the other hand, tdf#65872 (that focused on the HTML import dialog) had temporarily introduced a "Keep asking during this session" checkbox in 57dec020b9527d3dd472e33010381822d4ca306c, but then removed it in fec431aeef76e2f4e21dca8ef55f6807b5ad228d.

Opening the attachment using LibreOffice allows to see the dialog. It needs the same checkbox as CSV dialog; and it must behave the same, regarding the File->Open dialog's "Edit filter settings" checkbox.

This is a similar problem as in bug 169972. If you explicitly chose the file format `HTML Document (Calc)`, then the checkbox is enabled, otherwise not.

A problem with the example file is, that it has the file extension .xls. So I do not expect that the checkbox is enabled in for the example document.

However, if I change the file extension to .html the checkbox is neither enabled. But even if it would not be a source for calc, but for Writer or for Writer-Web, it would be necessary that the user is able to set the locale for import.
