The example file saved in master as XLSX

This is a continuation of bug 169997

When the example file attachment 204666 [details] is saved as XLSX and opened in Excel, all form controls have continous black line as border, even the one that did not have any to begin with.

1. Open attachment 204666 [details]
2. Save as XLSX
3. Open the resulting file in Excel
-> All form controls have continous black line border instead of various original settings
