Please test with Menu>Help>Restart in Safe Mode.
Tried the test in safe mode and the Writer program operates correctly. I do not have any extensions that I am aware of. I like vanilla installations. They are easier to support. What next?
I have customized the toolbar to a minimal set. (I am not a power user). When I moved the 'left' 'center' and 'right' justify options to my single toolbar (Standard) for the "Writer" application, only the 'center' option is active. I did the same for the "Calc" application and that is working just fine. If I use the format/align menu in "Writer", the text is correctly entered. Perhaps this additional information will help you determine the error. Since I have a workaround there isn't any hurry. Special adjustment in the "Writer" application is a rare event for me.
When restarting in Safe Mode, there is an option to clean the profile. Please attach a minimal sample file where the bug happens.
The error is NOT in any file. The error is in the TOOLBAR. The icons for 'adjust right' and 'adjust left' are inactive. They are present but gray shaded. Those options work just fine when you use the FORMAT/ALIGN menu choice. These icons in the toolbar work just fine for the CALC program. It is only in WRITER when they fail.
Then please add a screenshot of the toolbar.
