Description:
Each time I install a new build, the Author and date/timestamp line show up at the top of all comments, even though the setting is unchecked.  Sometimes it's both author and time/date.  Other times it's a blank author and just the time/date.

To fix it, I need to check the 'Comment authorship' box, Click [Apply] then uncheck and click [Apply][OK]


Steps to Reproduce:
Install a new build.

Actual Results:
setting is ignored

Expected Results:
setting should remain valid without having to reset it.
