Description:
When I select top binding, and mirrored pages, the gutter appears on odd pages (at the top) but not at all on the even pages... would expect gutter on the bottom of even pages.

Steps to Reproduce:
1. Page layout
2. choose mirrored margins
3. choose top binding

Actual Results:
even pages have no gutter

Expected Results:
even pages should have gutter at bottom


Reproducible: Always
