Description:
When creating a new cell validity, open the "Criteria tab".

Steps to Reproduce:
1. Open new Calc.
2. Insert cell validity in Cell [A1].
3. Select "Error Alert tab".
4. Close validity dialog without making any settings.
5. Insert cell validity in another Cell [A2].

Actual Results:
6. Open with the "Error Alert tab" selected.
   This tab corresponds to the last tab you were on when you last closed the dialog.

Expected Results:
6. If you create a new validation rule, the "Criteria tab" will open.
