Description:
Help / F1 doesn't work. An empty Writer/Web Document 'NewHelp0.html' is displayed instead. (Also with LO in safe-mode)

Steps to Reproduce:
1.Simply start LO...
2. Try to enter HELP


Actual Results:
Writer/Web Document 'NewHelp0.html' opens, instead of help pages

Expected Results:
Access Help-Pages, as installed...


Reproducible: Always


User Profile Reset: Yes

Additional Info:
I installed LO with the standard procedures provided ( all in c:\programs\libreoffice )

Please make sure your os has an actual web browser (Edge, FF, Chrome, Brave, etc.) set as the default application to open .HTML -- if not, the <F1> attempts to open in Writer / Web which is nonsense.
