But OK, the aim was to have the change for all future text boxes. Therefore now again: * insert a Text Box using F2 * turn on bulletting result: you do not get a red arrow at item character I have Windows 11
The text box is a graphic object. The formats set in the master slide are only responsible for the style of the presentation objects. The text box uses the "Default Drawing Style" as default. You cannot set the Bullet&Numbering properties directly in that style, but you can update the style from a text box which has the desired settings to include them as default in "Default Drawing Style". Then the Bullet&Numbering dialog should have these settings on the next call or when toggling Bullet&Numbering on. A request for making the bullet styles editable in styles, is tracked in bug 92170.
