Installation of Jaguar Calc add-in (http://extensions.services.openoffice.org/project/jaguar ) always display error "Could not create Java implementation loader". 
Back to version 3.2.0 and everything works correctly.

I did not check with LibO, but I also see the reported error message with  "Ooo-Dev 3.4.0 multilingual version English UI WIN XP: [OOo300m98 (Build 9568)]"!  
So I believe this should be discussed with Jaguar Calc add-in developer(s), I doubt that that problem can be fixed here.

Despite all I thing it can be LibreOffice bug.
DeltaXML-OdtCompare-1_2_0.oxt from http://extensions.services.openoffice.org/project/ootranslator has the same error (tested on few computers).

well I would just say that the same extension also doesn't work with oracle openoffice rc10 and oracle dev m96. So.. its not clear if these extension don't work due to a genuine bug or if there are some extension related changes that require new versions of extension for them to work in the lastest libreoffice/openoffice versions

oops, pressed return prematurely. Additionally this is a different error here ( nothing to do with bootstrapping ) so I would say at best it would be a different bug.
I think the best way to progress this for you to raise an issue with the extension developers, they are in the best position to identify where ( or if ) there is a problem ( as they know their own code ) and could advise whether they need to upgrade their extension or not. 
Additionally should there be a real bug they are best placed to provide the exact details of the bug, minimum test cases etc.

After upgrade to LibO 3.3.0 release and Java to 1.6.0_23 everything works correctly.
