Steps to reproduce:

1. Run testcase.vb
2. Run testcase.php (on Windows)
3. Open testcase_vb.pdf - one bold line
4. Open testcase_php.pdf - TWO (???) bold lines

testcase.vb and testcase.php are the same

started right out as NEW without ever being explicitly confirmed. The bug is
changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back
