It is still open. All details can be found at links mentioned in comment#1. However, it is less important than it was a few weeks ago. With the new --skipsource option of the po2oo script (see http://bugs.locamotion.org/show_bug.cgi?id=1883) this bug will not be triggered in LibreOffice builds.

I consider this fixed, because the fallback mechanism works fine in translations module (for 3.4 and above). For 3.3.x a workaround exists.
