LibreOffice readme can be found at libs-core/readlicense_oo/docs/readme/readme.xrm

Not every language team localized readme completely. Currently if a paragraph of the readme is not translated, then it will be missing from the localized readme. This is not good, because users will not see the information. It would be better for them, if they had the untranslated parts of the readme in English. 

Fallback to en-US can be implemented in libs-gui/l10ntools/source/xrmmerge.cxx

It is less important than it was a few weeks ago. With the new
--skipsource option of the po2oo script (see
http://bugs.locamotion.org/show_bug.cgi?id=1883) this bug will not be triggered
in LibreOffice builds, because we can do the fallback to en-US during the build of the translations module.

I consider this fixed, because the fallback mechanism works fine in translations module.
