If you remove the bullets from the master slide and then create a new slide or apply the style to existing slides the bullets remain.  It is if libreoffice can't conceive of wanting a slide without bullets.

All I can say is that I still have odd behaviour for 3.4.4 - while doing save as parts of the main window are still active and parts are inactive thus the file:save dialog is neither modal or modeless which doesn't seem quite right.

As I can understand, here talking is about Impress.
Problem description: when we create new slide, it always contains text frame with bulet-list enabled. This happens with any master slide: first slide is correct, but all subsequent are buletted.
Reproduced in 3.6.1 on Fedora 64 bit

The behaviour in 3.5 appears sane - bullets are always present but easy to remove
