In window 'LibreOffice Basic Macro Manager', I can't move or copy a macro module from My macros to a document that don't already have a another module. 

Procedure :
- Create a new document 'Untitled 1'
- In calc, go to menu Tools/Macros/Organise Macros/LibreOffice Basic
- Chose 'Organiser...' bouton
- In this window, you can't copy/move your 'Module1' in Untitled 1

If you want copy the module, you must create a new empty module in 'Untitled 1'

It does not need to have a module, but it needs a library. And that is correct, because the library is the container for modules and dialogs. If you have generated the library, you can delete its default module, if you wish.

So I consider this not a bug, but the correct, logical behavior.

Exact. It logic for you but not for a non programmer user.
What I propose, it's a enhancement. I propose that the library is automatically created when you drop a Macro.
