Steps tor reproduce:
1. Login
2. > Extensions Center
3. > "Submit your Extension"
      Card  "Default" appears
4. Click a different Language (top of the page)
   Expected: UI Language will be modified
   Actual: As expected, but change to page with error message: "Insufficient 
           Privileges You do not have sufficient privileges to view this page. 
           If you believe you are receiving this message in error, contact the 
           site administration."

I tested with Seamonkey 2.2 Browser

That change of the language during the process of submitting an extension / template is not possible and will not available in the next time. Some strings of Plone Software Center are translated to three or four languages. But there seemed to be an issue with Lingua Plone or the core i18n-stuff of Plone, why it doesn't work as you and I would expect to. I will discuss this with the Plone core developer later. First I need to do some more minor fixes to the core features of the repo.

The extensions-test does no longer exist, on original site no Error message, so WFM
