Problem description: 

Steps to reproduce:
1. Open a spreadsheet
2. In windows explorer open a csv file

Current behavior:
The csv import window opens in the already open instance of spreadsheet and isnt brought to the foreground

Expected behavior:
The import window should be in foreground so user knows it has opened.. Maybe open new instance of spreadsheet at this point
