Help menu item Common Help Topic->General Information->Shortcut Keys, in the section "Practical Text Input Fields" says:

"2. Use the shortcut keys Shift+Ctrl+S to open the Special Characters dialog to insert one or more special characters."

This is not so and should be removed from the Help text.

Shift+Ctrl+S is the same as Ctrl+Shift+S is the shortcut key for Save file.

started right out as NEW without ever being explicitly confirmed. The bug is
changed to state NEEDINFO for this reason. To move this bug from NEEDINFO back

Still wrong / [Reproducible] with parallel installation of Master "LOdev " 3.7.0.0.alpha0+   - WIN7 Home Premium (64bit) ENGLISH UI [Build ID: 3985521]" (tinderbox: W2008R2@16-minimal_build, pull time 2012-06-24)

< Shift+Ctrl+S> opens menu 'File -> Save', no idea what shortcut might be, customize key board does not show a shortcut.

Please set Status to ASSIGNED and add yourself to "Assigned To" if you accept this Bug

It works as documented. In text input fields, such as the edit box in Find Bar, Shift+Ctrl+S invokes the Special characters dialog.
