I don't know is it asked before, but I think it's a good feature to have in LibreOffice. In my work I do allot of copy->paste mostly portions of text with different formatting in various documents and if i want just the text (without the formatting)I have only two options either from the menu edit->paste special or using the shortcut keys witch sometimes is difficult because I have to press three keys simultaneously. So is it going to be too difficult to add feature like in MS office where if you paste a portion of text a little icon is appearing witch is a menu with options like: keep only text, keep source formatting an another one witch I don't remember. Or if it's too difficult to implement such menu is there a chance to add the paste special function in the right click context menu in LibreOffice.

The paste special function added to the context menu
I've added a few quick mockups to illustrate my proposal
I've just noticed that there is paste special function in the right click menu in Calc, and I wonder why it's not implemented in Writer yet. Is there any particular reason?

Tools->Options, then in dialog select where add this function keyboard shortcut/toolbar/menu , then select category "Edit" and function "Paste unformatted text"
If this assign to keyboard shortcut, than unformatted text can be pasted by one click on keyboard, for example "Insert". And if this assign to toolbar, than unformatted text can be pasted by one click on mouse. And toolbar can leave floating.

it is "smart tags". They can be installed into LibreOffice as additional program. But I never used them and do not know from where install.

This function used relatively rare. And if used, more fast press Ctrl-Shift-V than look for this function in context menu.
When I right click in Writer "Paste Special > Unformatted Text" is an option for me. Looks like that at least partially meets the intent of this bug.
LibreOffice version: 188.8.131.52
OS: Linux Mint 17.2

Smart tags is about reformatting existing text, while the Paste Options button is what is being suggested.

Would prefer paste special options for source/target/no formatting rather than going the MS way of a post-hoc modification with some weird overlay interaction.
In addition to MSO, OnlyOffice and WPS also have it.
I think this is High priority enhancement, expected by many.
Of course, user must be able to turn it on or off.
